MARC is a suite of data element sets that provides the mechanism by which computers exchange, use, and interpret bibliographic, authority, holdings, classification, and community information data. MARC originated as a Library of Congress-led initiative that began almost 40 years ago. The "traditional" MARC record structure is an implementation of the international standard Format for Information Interchange (ISO 2709). In early 2002, the Library of Congress created the MARCXML standard to communicate the same MARC data element set in XML syntax. Unlike the ISO 2709 MARC structure, the MARCXML record structure is based on the W3C XML (eXtensible Markup Language) standard. Why modify the XML schema? Well, the primary reason is compatiblity. I have a feeling that most software vendors will eventually move to accept the Library of Congress' schema as the standard.
